10 fps (Wolfenstein: Youngblood)

It looks like it's in the assembly of Windows. I have Ryzen 5 2600 16gb and gtx 1080. Requirements are enough for anyone. But it was 10-12 fps at any settings and resolutions, even in the menu on build 1903. The GPU didn't load more than 20%. I put 1809 on another disk on the same computer and the situation changed radically, fps rose sharply.
I will add that r9 280x is still lying around at home. I also put it for the sake of interest on both assemblies. The situation is similar: 10fps at 1903 and more than 30 at high at 1809. It seems to me that the Net Framework or visual c packages were tricky, but I haven't found a solution yet.

No difference. I tried Repack from Khatab, from FitGirl, tried the license. I went to the principle and bought on the incentive - no sense - 27 fps and point but top-end hardware.
In general, there are many different computers at home, since I work with computers, my sister also plays and sometimes I play myself. So I tried to run it, respectively, on different configurations and the result is this:
Core-i9 9960X, GTX 2080 TI 11gb, 32gb, under Win10 LTSB (who does not know what it is, google it) = 27 fps, under Win7 = 29 fps, under Win8.1 = 27 fps, under Ubuntu = 25 fps, under Win10 1909 = 10 fps 0_o
Core i5 6400, GTX 1050 TI 4gb, 16gb under Win10 LTSB = 25 fps, under Win7 = 25 fps
Core i5 4570, GTX 1050 2gb, 16gb under Win10 LTSB = 60-70 fps
Core i5 9400F, GTX 1660 TI 6gb, 16gb under Win10 1909 = 15 fps
Old Zionchik X3440, GT 1030 2gb, 8gb under Win10 1909 = 40 ~ fps, under Win7 = 40 fps
Found a solution! Just switch the game to windowed mode, and then back to full screen and that's it. fps is normal. (game pirate, iron intel + nvidia)
