I would like to know what conditions must be met for activation, and indeed is it worth it to download

From wiki: triggering latent power requires that you take either 180 damage or fight a monster for more than 5 minutes, the buff lasts 90 seconds.
Triggered if you get 180 damage from a monster or fight for 5 minutes. The buff is activated for 90 seconds according to skill level.
