Theft (Beholder 2)

Please explain the system of fines for theft. Let's say I stole some object from the desktop counterparts, but not carried this thing through the checkpoint, leaving the cart? Will be charged for the fine?

and it's stupid, the game does not pass so there is nothing to pay the fine, so prison and the end of the game nonsense anyway, at first liked the game...
