It means you already had, you just didn't see it. Train Ghost appears once per game.

If really want to see with your own eyes, it is possible to start a new game saving progress.

I can say without spoilers, the last task of Chapter 4 completes the development of the camp and you're on your own?

No... the Camp will still change(in General terms), but I want to warn all the additional jobs which appear in the camp come now. These tasks may appear when you come to camp, and on the General map may not be visible if you're far from camp, so at most there jump.
