Problem with dlc (Just Cause 3)

downloaded just cause 3 pirates, with all the dlc played, bought litsuhu threw save with the pirates but when I run requires the addition of air fortress. it does not have money what to do?

Start a new game or save up money and buy the DLS, then you will come out a message that no one DLS, so start again.
