Launched. in case someone need. in the file AC.ini (C:\Users\User\Documents\Assassin's Creed Syndicate) changed:
DisplayWidth=1280(640)
DisplayHeight=1024(480)
DisplayNumber=0(1)
and then I created the next file GFXSettings.ACS.xml
and everything sort of worked.
but something tells me that the resolution should not be changed.. we just need to change DisplayNumber
