Try using GeForce Experience click on the optimal settings for this game. And then in the game put all the settings for themselves. At least I razlozi quality textures on the pirates.

I did know that, just tab the texture quality allow you to choose only the lowest and the rest retouched and not active, it is probably DX12 for my 760 doesn't support it, although the game never slows down, not even a hint. Here I am on this and want to find some hidden settings file and where to look, but look no time and laziness.
