Slow to fair with Arah for ASI (Diablo 2)

Is it allowed to use this item? Or as see me in that 102 fcr with two claws. It's an assassin caster?

Caster is a character, attacking skills which depend on the parameter cast rate.

Why are doomed? Against casters I can safely use arakh. Yes, and there is an unspoken rule in which Arah is allowed (in narrow circles).
