Problem with FPS ! Help (Dota 2)

In General my system is i3 7100 2ядра 3.9 GHz 4 threads 8GB RAM vidyuhi Radeon RX 2GB 460! Everything on high , VSYNC because Monique is 60 Hertz , so a stable 60 fps , but in tough team fights where a lot of creeps, heroes or illusions , jump starts the fps to 40 , and the like should not , maybe someone knows what's the problem ?

and why shouldn't it? put maximum speed, not average even. The game is not demanding, but you said about the batches. As a variant of the change dies the volcano/dh9/dh11

Your system won't pull 60 fps in such mixtures and lower settings.
