well, actually 17 fps you have, and MS is the frame time, i.e., 58 MS * 17 fps ~ 1 sec (986 MS)

Yeah... like you're not even know what FPS and on what it depends, but Oh well. Especially for people like you - 1. crank up ALL the settings of the game down on low (even the screen resolution is put less than your monitor); 2. clean your computer from any garbage as Windows, and literally, that is, from the dust; 3. the thermal grease on the percent change (preferably 1 time a year to check it); 4. If all you were doing before didn't help, one way out - upgrade the computer, because your computer does not pull this game.
PS. would you even performance company threw for clarity...
