System water pipes stopped working (Cities: Skylines)

At a certain point in the game I have stopped working in one district pipes that drained waste water and water supply.
The problem of water supply is decided by setting water towers, but with the discharge of sewage, nothing happened. The installation of a second outlet pipe for waste water closer to the problematic area has not helped. What can be the reason? Wastewater issues are only in one particular area and pipes no longer work there. Do you have all these water systems with pipes the radius of effective action? That is, the problematic area is too far and is this critical? Or is it something else?

Infa just in case: the area is located on a steep hill and right next to the border are maps. Could it be in this case?
