Not all satellites are the fifth branch of skills.Why? (Dragon Age: Inquisition)

SOLAS and Vivienne left after the final quest of the main plot, I decided to take him in the party, but he only has four basic branches of pumping. Also have four Sirs. Why? Is there a way to fix it ?

A mod to open all specializations is not installed?
