Probably need to check the free space on the hard drive and have a stable Internet connection. Although I do not know.
Free space - 200GB
with the Internet there is no problem with steam and origin games rules loaded

So, what you need to do:
1) Open Uplay (don't know if it had any effect, but I opened by administrator)
2) Click on the gear in the top right corner of the program
3) Are There Settings (Settings)
4) Download (Downloads)
5) I Have the English version of Uplay, and I have this line at the bottom: Bandwidth usage limit, that means that how much you will Yupley download to pick up speed.
6) Drive the slider up to 128 KB/sec, well, that is the minimum (first tried at 1 MB/sec, but it didn't work, if 128 doesn't work, try more)
7) Choose AC4
8) Play
9) Accept the license agreement
10) Download
