Hang-up when placing buildings/missiles and not only (Surviving Mars)

Good day! Met unpleasant problem, namely:
The game stops to output the video stream when placing any object, be it a rocket or building/construction. The picture just freezes while the sound passage MISI pointer over the buttons, but they are not pressed, the sound pressing the (Esc) but nothing happens.
During a long stay in the menu also hangs, maybe a minute, maybe half an hour. Tried a lot of Repack - all one Laptop Acer Aspire E5-576G-30JD Win10 added another 4 GB of RAM, all drivers updated/set. Last laptop the game ran without problems GT740m I3-4000m 8Gb ram. GPUshark shows less than 1 GB VRAM used (2). No mods are installed.
