Services Pearson (Red Dead Redemption 2)

Please tell me: will I be able to use the services of Pearson after completing story quests? I want to create all the bags in order to create the bag "Legend of the East", but don't particularly want to slow down the plot. If Pearson's services is not eternal to what Chapter is best to create all the necessary bags?

The sooner you get the bags, the better.
