How to start a new game +? (The Surge)

Passed the game, I bought a Supplement and I want here to go through the game again.
Started today, but everything looks old: the enemies are the same equipment from last game there.
Maybe I'm somehow wrong?

The game+ can be started only character who completely finished the first passage, i.e. killed the last boss.
