Resources from the Council not do that (XCOM 2)

Hi all.Don't do monthly resources from the Council, at first thought I'm being obtuse, but then a whole month wasted just and again, yielded nothing,as it was 64$ and have remained tell anyone what the problem is?

Also not do that, but no geocaches not appearing on the map. what are we talking about?
