you can also try to run the executable in compatibility mode with Windows 7... disable the antivirus during the installation and during startup.. before installing the toy delete the FalloutNV folder from My Games and setup.exe run in compatibility mode with Windows 7
So such jokes are of incompatible mods.. run FOMM and disable all the DLC included in the Ultimate leaving only the FalloutNV.esm and all plugins New California... just add the folder where you installed the toy in exception of antivirus.
