Rank Kingdom is not higher than 6th (Pathfinder: Kingmaker)

I read that grades are rising up to a value of 10 (X). However, I have something above 6 does not rise, though the value is 134 ( 6 grade is given when the value of the index 100). How to get the 7th rank?

Grades cannot be improved above 6 until you get through the 5th Chapter
Spoilerly be king, after the 5th Chapter (where the barbarians make inroads), and have the opportunity to continue to swing its already Kingdom. Unfortunately this is never told, except when tip has already passed the 5 Chapter
