Can't localize the country names (Hearts of Iron 4)

I can't localize the names of their countries. When doing the guides, then I cease to show to all countries except puppets. If you're trying to do something with puppets(talking about my country) that go missing and the names of all countries puppets. Went to a lot of sites and forums. A unique solution is not found.
Where are the names of the countries, there is no localization, and Vice versa, respectively. Even with localization, there is no name of my country(Kuwait).
