Color change cars (Grand Theft Auto: San Andreas)

See in-game cars are painted in different colors but the plot is spelled out that sweet blue car, have a big Robot machine blue and the brown Rider. So the question is that how to change these colors to on grove street was a black Greenwood and around the city were different?
