Green means That the division is fighting successfully. For example, 80 is fine.
Yellow means: the Outcome is not decided until no one wins.
Red means: It means that it is better not to attack with this value because it will be defeated.
Attack best on the green with a chance of success.
Also when you open the window of the battle need to look at the landscape of the province, etc.

You also need to look at skills as a commander. And its level and the level of the enemy.

So what are the numbers? The chances of success in percent?

These figures show how the fight goes if the numbers are continuously reduced, then you lose and Vice versa if you win in battle. If the figure fell to 0 all battle is lost, but if the number reached 100, the battle is won

Well, you need to look at all of the options))
1) Strength, Organization, Recovery, Consumption of supplies, Reliability.
2) Anti-attack, Anti-attack, Defense, Break, Armor, Armor-piercing, Initiative, and Strengthening, the Width of the front.
3) and the cost. How much of what we need for this division.

Numbers yeah it's like a percent.
And they change because of many factors.
