FFXV High-Resolution Pack can be downloaded through the STEAM client. To do this:
 in the list of games find Final Fantasy XV Windows Edition, click the right button of the mouse on the name;
 in the menu click "Properties";
 then open the DLC tab (Add. content), put a check in the check-box "FFXV High-Resolution Pack" and close the window.
A few seconds will automatically start the download of the add-ons. If it does not start even after a minute, the menu, open the Steam tab (upper left corner of the client window) and click the "Settings" -> "Downloads" -> "download Region" drop-down menu, select the nearest region, click OK, close the window. If the download did not start, try to specify the region more precisely.

You can also try to enable through the "Nvidia control Panel" feature SMAA antialiasing (it — supersampling), too bad it removes the blur. But we must remember that SMAA makes sense to use only if you play on a computer with a good graphics card that is guaranteed to handle the extra load from the SMAA.
However, if system performance allows, it is possible not to bother with the SMAA, but simply to include TAA and change the scaling screen resolution to 125% or 150%. Blur, if not disappear completely, it will decrease drastically, and the picture quality will increase.
FINAL FANTASY XV WINDOWS EDITION DISTORTION/FLICKERING WHITE AND BLACK
The cause of the flicker of white can be (and often still is) a function of smoothing FXAA Nvidia. As it turned out, she (FXAA that is) conflicts with the function of filtering the game itself.
