Problems with the Steam client. Error-130.

It started long ago... then I had an old router and at one point even without any upgrades, steam is started when you start to ignore the Internet and to issue in any tabs except the library, error -130. Almost immediately I connected the Internet cable directly and the problem disappeared like the Internet, which could use other devices in the house. And so we bought a new router and the problem is not gone. I have been reading all sorts of guides, and that only did not do: in the firewall, and climbed, and steam and Windows reinstalled, but nothing... ie nothing has changed. Can anyone here advise what is the problem and its solution...
