I'm using Firefox shake, but also tried chrome - it didn't block anything. I'll try to dig into the files to scan everything, maybe do the thing which stuck.

Downloaded normally like any other file. Checked the antivirus (Panda) - clean. From the archive is easy to pull out.

To a specific file, you can specify full access to Properties > Security.
Generally it's better to do it immediately while setting up Windows after installing it.

This illness turned out to be a crazy antivirus which apparently reset all my settings and half the files were sent to the block, while refusing to do anything to scan or remove from quarantine. All games got there. Reinstalled it, it worked perfectly. And in the beginning watched it, it was completely disabled, and folders with unknown and locked files are empty. In General, the usual crashing of the program.
