Open tuning GTA Online (Grand Theft Auto 5)

All welcome.Recently started playing GTA Online.Last time I played it in 2015 and as I recall,the tuning was only opened in case of a victory in a certain number of races.Now, it is written that for open tuning need all the same victory OR reaching a certain character level.Is this innovation or was it earlier in the game?
Now you don't need those ass***be on the victory in those races?

Specific achievements and awards, including the opening of colorings and colors
for machine - needed victory (as far As I know). But the level of the character - also solves.

Some of the colors in the painting are only available after winning certain types of races, or after completing a certain number of stunt jumps. The level of pers does not affect their discovery.
