The purchase of weapons in the van Cassandra (Mafia 3)

May be a silly question, but could not understand.
I have two cells for weapons, I want to replace the weapon in both, and the van is changing only one cell, the second can not do anything...so intended?

Is it possible in the game to make more slots for weapons, and then only 2 at all does not roll!
