How to zahvatyvat outposts? (Tom Clancy's Ghost Recon: Wildlands)

I cleared out a few Anosov, but after restarting the game again they are busy. Is it possible zahanati outposts (as in FarCry 3, or 4) or does not make sense to deal with them?
