GUARANTEED boots can be found in the first phantom maze in a cramped cave near Martha's cabin. either in the chest or on the second floor to buy from a randomly appearing merchant. It took me 3 passes for the musty shoes to fall out of the chest. Please note that the type of person spawning on the 2nd floor of the labyrinth is random and the merchant may not appear on the first visit either.
