Low FPS in old games.

Decided to remember the past and download Dead Space 2. Computer relative to the average:
i5 7400
GTX 1050 Ti
8x1 Gb RAM 2400 MHz
Windows 10 Pro
Played in 1920x1080 and maximum graphics settings. At the start of the mission were immediately visible drawdown in the range of 40-150 FPS. Lowered the resolution to 640x480 and graphics settings to low preset - almost the same situation(55-... FPS). Using MSI AB I saw that the graphics card on the ultra loaded exclusively by a quarter, and on minimal and generally only a sixth part of capability(of the processor also uneven loading of cores). Is 9th direkth to blame? Or bad optimization?
Almost the same thing in Serious Sam - First Encounter(it was 2001,). There is generally 50-400 FPS...
Do to accept this? Just really want to re-take these wonderful games.
I a teapot in these questions.
UPD. In short, using CPU-Control was something I could do with kernels. Now the load is more like adequate, but the video still does not load >55%. But the minimum FPS is kept at at least 70. Let's see what will happen next.
UPD2: it's Funny(at least for me it is first experience), including mode 1+2+3+4 the situation is significantly aligned. But when switch to idle cores, i.e. 2+4(I 1, load 100, 3rd of 40-55, and the 2nd and 4th 7-11), things are much better - 92+ FPS.

Most likely the fault of falling asleep systems: due to low load on the components, the OS and hardware in a power saving mode. Try in NVIDIA panel to select the desired game and set the mode to maximum performance:

In the old games is still nonsense with the poor optimization for multiple cores - i.e. the game uses 1-2 cores / CPU thread, and the rest idle. If performance per core is insufficient, it may decrease the performance of the entire system: processor not remove card - because she is not loaded completely. Judging from what you wrote above...

Bloody MSI AB... Accidentally missed the load on the first core(do not put a tick to do). Saw that only one core is loaded about 40% and 8-11%. Thought also inherited some 50%. An no. A hundred loaded, bitch. Thank you very much for the help!

Downloaded the game and checked it out and played a bit in the beginning. Observations - most will ship 1st kernel, the 2nd a little smaller, but the rest would not have said that consistently idle (even though the load on them is smaller). The plane took off, in the panel of NVIDIA did:

During the game, did not notice drawdown below 80 K/s 120 K/s I ceiling (he has set a limit in RTSS) - it is also to download a video card to 100% does not work. Config profile - in terms of resolution / iron I have to have a slight advantage, although the ratio of processor performance to say complicated: your newer architecture, and autorespon to 3.5 GHz (I have a maximum of 3.4 on 2 cores simultaneously), but lower basic clock frequency of 3 GHz (vs my 3.2). Played more silent with a moved ceiling of up to 300 K/s - value close to it there are only menu in the game to 120 fps. by the Way, and some other old games have themselves noticed this - 120 fps when restricting to 300 and one like more than 100 K/s to give is not wanted (don't remember which one). Also I play around with CPU Control - can and will become better.

Saw somewhere on YouTube: Celik have the same card I got, however, the process i5 2500k and, accordingly, RAM with a lower clock frequency. Now, he, as I understand it, without any manipulation, it was 80+ FPS. The only thing that did not look - did he have the acceleration?

Yes. Set CPU Control 2.1, redistributed in manual mode, the load on all cores (1+2+3+4). Like it became better: up to 120 fps in the game (probably its limit) and became less of a frame rate fall in the menu to 300 K/s (ceiling in RTSS).
