No rivals (Forza Horizon 3)

Forza Horizont pirates 3 by xatab license with tablet codex. The problem is after the initial ride,then check in on the buggy there's still a spinner jeep drags,pass,next you need to get to the point of destination,so drive and no one was there,not competing with anyone... what the hell?
