why not pick up weapons from dead enemies, it's a feature or a bug?

Played yesterday,On the first lock ,where the prologue starts, there is a closed door.Hack it there 3 recruitment,one gun shot the other automatic , the third drobach close lying ,not to salutati was Probably a bug
