The problem with FPS .

Go to any game, fps is kept at 25-30 frames, which is very small. Then, the Fps increases dramatically at 60-75 frames, and in 20 seconds the fps drops again to 30. What is connected and how to make the FPS stable?
I have a laptop, all the wood new.

In power options put maximum performance.
