Not installed beta profile on Blizzard, writes that the error, asking to close background programs, did not help.

Some users have helped the following solution:
- Open Internet Explorer,
- In the menu bar (if it is hidden, press the Alt on the keyboard), click on Service - Internet options
In the lower part of the tab General press Languages
In the new window, click Add...
- Add English (great Britain) [en-GB] and press OK
- Save any changes by pressing OK in the next two Windows
- Restart the browser
- Open the website us.battle.net
- In the lower right corner, switch the language to English.
- Download the program again and run it.
