The problem with changing the settings and launching. (SCUM)

Guys if anyone can help please, the problem is that when you change the settings and no matter what, the game just rolled back and all will unfold she doesn't want to restart and the same effect. Also when trying to adjust sound in the game settings if the slider is below 100% then the sound just disappears. Tried to reinstall, cleared all the files but the game just do not care for it.
