Yes, on the obsidian forum even the developers tech support about this bug wrote.This system of relationship is actually strange only works between satellites,especially the Zoti and the main character almost any way.
Somebody knew what actions and dialogues in any quests that affect loyalty?For example on quest Burning bridges, you can get 1 loyalty Zoti if you choose answer number 4 in the first dialog.with Rinko,it is an additional requirement option 1 the level of knowledge of history.

The bug has already been fixed by the patch. Now the relationship rise/fall as expected. The patch also fixed a bug with the merstvo Eder, he is now correctly remembers the past, if there was a mayor, and not fixate on parents.
