The saloon is always closed (Red Dead Redemption 2)

Move on in the story. If you met the quest of those wandering artists, just find Magnifico in the woods. After the saloon should be open.

Thank you, BUT. I'm platinum finish, the plot is long since passed. Before it was always open, but now some bugs. Line with roving performers long gone, even at their concert in Saint-Denis went :)
