Does not start after clicking (The Witcher 3: Wild Hunt)

I want to play the Witcher but it's just not loading that is nothing appears and when I click again after you start it says the game is running I don't know all the forums I searched there is nothing did not find

1. In task Manager see if you start the game, if the running - end the process.
2. Restart the PC.

Yes I did and the process was stopped and the PC has rebooted I don't know but when I just randomly out of the folder haks deleted files all more the Witcher does not run

I have this folder in the game directory there. But reinstalling is supposed to help and sohranki should be picked up. And should not have been deleted in the bin?
