1.In documents(Documents\Paradox Interactive\Hearts of Iron IV) create a mod folder and throw the file .mod
2.Ibid. (Documents\Paradox Interactive\Hearts of Iron IV) create a folder workshop , it is the content folder and subfolder in this folder 281990 and throw in a file folder fashion .
(it looks so Documents\Paradox Interactive\Hearts of Iron IV\workshop\content\281990 )
