Can't remove Letterboxing. (The Evil Within)

In game settings turn off Letterboxing But nothing changes, the band is not lost. Help who faced and how to fix it?

If you remove them in cutscenes, then when aiming from a sniper rifle, the black bars also disappear, which looks bad. Nothing will help here, either one or the other. Until now, no one can do everything right.
