Drawdown fps (Sekiro: Shadows Die Twice)

Hi all, this problem, in the game some strange drawdown 30-40 fps on high settings, on the most minimal drawdown to 45. Very uncomfortable to play, when the counter jumps between 60 and 40 fps. What could be the reason? how to make a stable 60 fps?
Config:
I7 3770
8gb ddr3 1600 mhz in the word dual
rx 580 4gb
Game installed on SSD

The hardware is all OK, recently passed rezik 2 and run metro at the highest settings, 55-60 fps consistently, and now this shit.
Anyone have a similar config, curious to know how you have the game.

curious to know how you have the game
Well, the difference is that I have CPU from AMD and at the time 16 GB of RAM,the game was on the HDD.

run a FPS Monitor and see during drawdowns video card the percentage loaded, in General, the graphics card should be well loaded ideally is 98% if the percent of moments pounding at 100% and the card is not loaded the case in the processor it is loaded on 100% and can not prepare the footage for the video card. If the percent loaded from 30-95% and the graphics card is bad loaded that thing in the bandwidth of your system memory that is RAM + CPU cache. In General, accelerates the RAM at Hertz and timings do not overstate too much, and the CPU should overclock + try to enable or disable Hyper-Threading in some of the optimized games better off splitting one physical core into two virtual that would not divide the kernel cache on two molasses.

I think it's because of the video card, looked at the tests on YouTube, on i7 3770 + GTX 1060 in the same places where I have a drawdown, people have 60 fps stable, or fire wood curves, or something else, but as always AMD are crap...
