No. Because it is not the region and the province. And don't have that one or that completely one.

Highrock and Hammerfel was in the second part. There was generally the biggest open world in comparison with the subsequent parts. There is a certain tendency in each part, we let in a new province. Say that Online available almost all the regions, or rather pieces of them. But online doesn't count, it's not the same. For the highrock already, and Hammerfell in DAGGERFALL was only the Northern part!
+ High Rock is small, and Hammerfel more Skyrim - so have more space!
And about the game I'm not worried) TC gameplay is still the same only slightly changed , the world will be open and some quests will be for sure very interesting)))
