Activate the mod (The Elder Scrolls 5: Skyrim)

I activated the mod in the menu of Skyrim,but it does not work,even a gun was involved when when I have it in the game folder threw didn't work,what's the matter?

I just even created a mod for the weight worked,although everything was done like in oblivion
