In General don't know how it happened, but I, after moving files the right way, the download was completed, BUT pressing the play button gave an error and I still had to download the game again. But thank you all for the help.

Here such problem ,reinstalled the OS,left GTA 5 on the D drive and thrown in a steam folder where it should be,but steam does not see it and prompts you to download again,is it possible to do something or to download the game again?

so GTA will not start then normally,then there will be the GTA from steam

I don't know exactly ,but try using the properties to check tselostnost cache.If you will not be able to specify the path to the folder,try to add as storonoy.or run the shortcut from the folder and it should work through steam.

Steam /settings /downloads/steam library folders.....then specify the path
