Need help!!!

Decided to partially update the hardware.Put mother Gigabyte auros z390 pro,Intel i7-9700 kf,memory Kingston fury 32GB Hyper,hard drives(2ssd),vidyuhi and power supply have not changed.
Here's the problem:the computer starts,the BIOS comes out,but I am not able to,there is a logo of loading Windows 10 and ha all,stupor.
When you reinstall your system from USB drive same,then language selection is not...
Tell me what could be the problem...???

as already said ,running cutting 1 terms of memory ,if memory standards ,chop vidyahu ,see how hooked Pytalovo ,then the same drives ,there was a case that 1 hard the system has not startovala ,although it was not even system files ,just like carotel somewhere .
