strange prices on construction (Medieval 2: Total War)

I noticed that in some cities the price of the building is not much different from the others. the bottom line is that if the standard price is usually always something like 1200, 540, 9000, etc my prices are change that is in the same city, the market of the first level can cost 1200 for example and in the second the same market is 1214
at anybody such was not? medieval this is a bug or there is some problem with the game specifically with me?

The Governor has influence. Sometimes bad, sometimes good.

kaizoor88 Impact on buildings can be seen in the characteristics of your Governor, in your case it is Stepan Honest. Apparently he was there in the retinue of the architect - reduces the cost of construction of any building or perhaps in the feature there is a line Builder.
