You can buy steam keys on other sites. These keys usually have a note For Russia and CIS and there are just two times you cheaper prices.
Sometimes instead of keys across the gift and for them, theoretically, can something somewhere insert. Keys shouldn't be a problem (unless the purchase is not conducted on a clear divorce).
