1) this can be done using msi afterburner for a few clicks (instructions can be found on the Internet). With regards to how to reduce the frequency, I recommend focusing on the characteristics of the reference graphics card from AMD (1150 on the core and 1275 on the memory). At such frequencies, the card should be 100% fit in the intake, which can handle pci-e connector.

I tried to understate the frequency and tried a bunch of firewood but the answer is one the tests in all test fine when in full screen the computer is all the time stable but the monitor is black screen then everything is fine and so the picture is replaced until the end of the test(maybe the problem is in the monitor)
