Norsca and The Queen & The Crone on the pirates (Total War: Warhammer 2)

Hello. Well, finally came the pirates with all the DLC from Voksi, but noticed a problem - the Lords of the above written additions not available in the campaign, they simply do not and cannot choose, but in skirmish they are available. Who knows a solution?
