Main working voltage up to 12 V. it is allowed a 5% deviation, i.e., 0.6 V. But you have a deviation of 1.376, a lot. Urgent need to change the power supply.

Motherboard sometimes give incorrect values. I have one mother changed due to output incorrect values. In fact there were normal levels but the conclusion wrong values does not suit me.
